That is an example of overstimulated behaviour and also under stimulated as well as it decreases dopamine levels of the sim and makes the sim want to distance themselves or walk away from the situation.
For example, in an area with a lot of people, your sim will often become overwhelmed and the external behaviour the sim shows is the same as how the tense buff drives sims to behave. This mod has both under and overstimulated behaviours sometimes, it is dependant on the areas within proximity, current moods, or what the sim is doing.
